BYPAD Modul: Bicycle leadership and co-ordination Lund   (Sweden)
There is a co-operation between municipal civil servants, the technical board and the municipal council. Sometimes meetings are held with participants from the municipality, the national road administration and the public transport companies. There is also a permanent work group with municipal civil servants from different units, where traffic issues are discussed.

Background & Objectives


The responsibility for the bicycle infrastructure lies on the local politicians in the technical board. The board distributes the finances to the different units involved in traffic issues, and the units then carry out the projects. In total, bicycle issues employ 5-6 full time employees. About 30 % of the municipal traffic budget (2004) goes to measures for pedestrians and bicyclists. This budget includes the special grants that the municipality has received from the government to support sustainable transport modes.
The unit for roads and traffic are responsible for maintenance, planning and construction of bicycle paths. The unit also carries out campaigns. The civil servants are satisfied with their possibilities to influence bicycle planning and they find that bicyclists’ interests are always taken into consideration.
There is also a permanent work group with municipal civil servants from different units, where traffic issues are discussed.
